What other option could be paid to do this.
If there is no Drama, but the circumstance is great, could we have another option?

My reason being, that Drama is a valuable commodity and seems to be fairly rare at my table.
But neither do I want to make it ‘story impossible’, for a player to influence to flow of events.
Maybe a Complication for later.

Well, Stealing the Limelight can be very powerful. It can rescue a buddy from near-certain death or can beat a buddy to some great accomplishment. The default is therefore that it isn’t cheap.

If you and your group would make it easier, you are of course free to houserule. I would suggest that both involved parties must agree if Drama is not to be paid, so that the “cheaper” version cannot be used to literally steal a pal’s limelight, just to aid him. And I quite like your idea of a Complication, but I would go one steeper and suggest that both involved parties need to take a Complication if Drama is not to be paid.

Of secret worlds incredible, and take
Their trailing skies for vestment when I soar.
